Summary

This position is located in the Nursing Service of the VA Medical Center in Albany, NY. The Program Support Assistant is the front-line staff member greeting and providing direction to Veterans and their family members as well as supporting the nursing service by completing various clinical and administrative assignments.

Responsibilities

Some of the duties and responsibilities of this position include (but are not limited to):

  • Posting time cards and applying annual leave, sick leave, overtime, holidays, jury duty, continuation of pay, military leave, etc. for each nursing position and providing coverage for other timekeepers as needed;
  • Overseeing and training new timekeepers and serving as point of contact to assist staff in the interpretation of time and leave policies and procedures;
  • Tracking payroll exceptions and collaborating with timekeepers, managers, and employees to eliminate and/or correct exceptions;
  • Maintaining files for the Nurse Manager to track proficiency dates and employee reviews;
  • Maintaining electronic file systems for assigned nurses and board actions;
  • Reviewing, distributing, and filing incoming mail and related materials;
  • Assisting nursing staff with patient call lights;
  • Answering telephone calls to the unit and directing the caller to the appropriate area or individual for assistance;
  • Tracking Veteran movement on the wards;
  • Assisting with general office duties such as printing specimen labels or wristbands;
  • Scheduling follow up appointments for Veterans prior to discharge;
  • Ordering and maintaining supplies for the unit;
  • Performing related duties as required.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/12/2019.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 5 position you must have served 52 weeks at the GS 4. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below: - Specialized Experience: Possess one year of specialized experience equivalent to the next lower grade level in federal service. Specialized experience is that which has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specific qualifying specialized experience for this position (which should be documented on your resume) is: performing administrative duties in support of a medical or business office; using and understanding medical terminology; scheduling appointments; answering and directing phone calls and visitors; using a computer and software to perform administrative duties (i.e. email, word processing, spreadsheets, etc.); and maintaining employee time and attendance records.

OR, - Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed four years of education above high school in any field which high school graduation or the equivalent is the normal prerequisite.

OR, - Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond For GS-5 level positions, only education in excess of the first 60 semester hours of a course of study leading to a bachelor's degree is creditable toward meeting the specialized experience requirements. Two full academic years of study, or 60 semester hours, beyond the second year is equivalent to l year of specialized experience. .

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is sedentary. Typically, the Program Support Assistant may sit comfortably to perform duties. However, there may be some walking, standing, bending, and carrying of light items such as papers, books, etc. No special physical demands are required to perform the work. The work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as offices and meeting and training rooms (e.g., use of safe work practices with office equipment, avoidance of trips and falls, observance of fire regulations, etc.). The work area is adequately lighted, heated, and ventilated.
