Guidehouse is seeking a Cost Allocation Accountant with experience supporting government agencies. In this role, the successful candidate will support multiple clients in the development and modification of Cost Allocation Plans (CAP) as well as indirect cost plans. This position will gather, analyze, and determine the required data inputs and processes for the systems that perform allocation of costs and produce accurate costing and forecasting reporting that is consistent with federal laws and regulations and accounting guidance. Ultimately, this position will assist our clients to maximize, protect, and preserve federal funds. The preference is that the individual live in the Metro Washington, DC area. In addition to client-facing responsibilities, this role will support important activities that contribute to the growth of our business, strengthen internal Guidehouse operations, and create a positive work environment for all Guidehouse employees. Some of these activities include but are not limited to:

  • Work as a part of an integrated team, interfacing with program offices and leadership.

  • Analyze and make effective use of cost, schedule, technical, and programmatic data.

  • Build and validate accurate and complete cost models, estimates, and risk analyses.

  • Support definition and documentation of technical baseline.

  • Assist in the drafting and editing of management and executive level briefings, papers, reports.

  • Conduct cost and technical research to improve analytic artifacts.

  • Assist with and ensure successful quarterly and year end audits.

  • Assist in business development activities, such as identifying potential client needs and ways Guidehouse can assist, develop proposals and white papers, participate in client and internal account meetings, and more.

  • Participate in Guidehouse’s programs for coaching and mentoring staff.

  • Assist in the development of learning and development materials, courses, and presentations to help Guidehouse employees expand and strengthen their skills.

  • Support Guidehouse programs and initiatives.



  • Minimum Education: Bachelor’s Degree from an accredited United States college or university in Accounting or Finance.

  • Ability to obtain Public Trust security clearance.

  • Years of Experience: Candidate must have a minimum of four years of full-time experience with progressive experience providing consulting services to Federal Government agencies or Fortune 500 companies, within the CFO or similar office.

  • Ability to lead full project execution, including in a client-facing role, with a strong commitment to quality and standardization.

  • Demonstrates knowledge and experience in Cost Accounting principles, SFFAS No. 4 Cost Accounting Standards.

  • Demonstrated experience developing life cycle cost estimates utilizing various methodologies.

  • Demonstrated experience in data collection and analysis.

  • Demonstrated experience in the development, implementation, and configuration of cost-estimating relationships, models, tools and methodologies.

  • Demonstrated ability to conduct interviews, research, data analysis to translate technical programmatics into a cohesive written baseline description document.

  • Strong written and verbal communication skills.

  • Proficiency in Microsoft Word, PowerPoint, Visio, and Excel.

  • Significant attention to detail.

  • Demonstrated knowledge of business development practices and interest in growing a business.

  • Ability to effectively analyze transactional level detail in an enterprise resource planning system and articulate the key findings to management.

  • Experience in financial statement compilation and reporting process as well as audit response and remediation in accordance with Generally Accepted Accounting Principles (GAAP) and/or Statements of Federal Financial Accounting Standards (SFFAS).

  • Federal accounting knowledge, including the United States Standard General Ledger (USSGL), Treasury Financial Manual, OMB Circulars A-11 and A-136.


  • Relevant certification such as Certified Public Accountant (CPA), Certified Government Financial Manager (CGFM), or Certified Management Accountant (CMA).

  • Experience in Activity Based Costing.

  • Knowledge of the Economy Act and Interagency Agreements.

  • Understanding of OMB and GAO requirements related to internal controls as well as Federal Manager’s Financial Integrity Act (FMFIA).
