Job Overview

The Large-Scale Renewable (LSR) Tier 4 projects represent the largest transmission infrastructure development in New York State in the last 50 years. Tier 4 is unique amongst NYSERDA’s Renewable Energy Certificate (REC) programs -- combining the delivery of clean, renewable energy and transmission to generate RECs. The settlement of Tier 4 RECs requires a complex accounting of landscape-level wind, solar, storage, and hydropower energy production data combined with grid operations, energy market information, and the verification of hourly clean energy delivery into Zone J.

NYSERDA’s Tier 4 Program was created by order of the New York State Public Service Commission (PSC) in 2020 to increase the penetration of renewable energy into New York City (NYISO Zone J) and help address its dependency on fossil fuel. Today, Tier 4 is comprised of two transformational renewable energy and transmission projects - Champlain Hudson Power Express (CHPE) and Clean Path New York (CPNY), expected to deliver 18 million megawatt-hours of clean energy to New York City annually, or more than a third of the City’s annual consumption. The Tier 4 projects are expected to reach commercial operation in 2026 and 2027.

Tier 4 is seeking a creative, self-motivated individual who excels in a high-paced environment to join the LSR team. The Tier 4 Sr. Analyst will play an integral role in providing guidance and direction in the assessment and design of information technology (IT) and enterprise systems to meet the business process requirements of Tier 4 verification and settlement. Once operational, this individual will be responsible for maintaining the system, updating relevant data points/processes as needed on a periodic basis to perform verification and support monthly invoicing.

In this role, you will be responsible for helping to identify and define a conceptual design and functional specifications to facilitate efficient and effective processes. Tier 4 settlement includes the acquisition and analysis of hourly metered generation and delivered energy data (and true-ups), system operator scheduling, dispatch, and curtailment calls, the tracking of time-based storage charging and discharging events, and the verification of surplus, deficit, minimum delivery and seasonal allowances. The verification system will also integrate with existing, enterprise business systems such as the New York Generation Attribute Tracking System (NYGATS) or similar, a market-based trading and accounting platform for the generation attributes of RECs and Salesforce, used for invoicing combined with an internal accounting system. Interdepartmental coordination and collaboration with finance, legal, contracts, IT, operations, and various program areas will ensure business and system-level planning aligns with NYSERDA policy, strategic direction, and operational continuity.

A highly qualified, solutions-oriented candidate who is looking to make an impact on the future of renewable energy in New York City with demonstrated experience in the design, testing, and implementation of new software and integrated enterprise software systems, including assessing system design flexibility for future needs, and operational and ongoing management, is desired. This is an excellent opportunity to leverage technical acumen, including data science, database and programming knowledge, with system design and process skills as applied in the renewable energy industry, grid operations, and project management. It should be noted that this role will not involve developing software or coding from the ground up, but does require an understanding of programming theory, the ability to comprehend programming languages, analysis of dynamic data, and the evaluation of IT architecture as necessary to inform the development of functional specifications, process automation and a verification system that meets the contractual obligations of Tier 4.

Primary Responsibilities

  • Coordinate the design and development of functional specifications required to monitor, verify and settle the Tier 4 contracts.

  • Oversee business process development, database management, real-time data acquisition and screening, IT architecture and integration for the Tier 4 verification system.

  • Directly influence the design development and architecture to support new data processes, their integration with existing tools, as well as existing tool refinement

  • Evaluate scenarios to inform the State’s strategic position on aspects of Tier 4’s implementation with regard to long-term benefits/risks, programmatic cost, administration, and organization policy alignment.

  • Assess build versus buy with regard to long-term benefits/risks, programmatic cost, administration, and organization policy alignment.

  • Help translate high-level business and user requirements into detailed functional specifications with the appropriate level of detail, including quality control.

  • Facilitate coordination, collaboration, and consensus building with cross-functional, interdisciplinary teams, LSR management and outside consultants, etc. as required, to reach critical path decision points.

  • Develop competitive solicitations, manage its release, bid evaluation, award and implementation.

  • Manage contractors involved in the final design, build, testing, and go-live of the verification system.

  • Monitor and maintain the project’s critical path, evaluate the project and schedule risk, and mitigation pathways.

  • Establish regular progress reporting and facilitate resolution as needed to maintain a tight schedule.

  • Assist with development of the Tier 4 Implementation Plan.

  • Oversee monthly verification and coordinate REC settlement processes including adjustments as needed, post-commercial operation of the Tier 4 projects.

Minimum Qualifications

  • Required: Bachelor’s Degree and 7 years of experience. Preferred: Master’s Degree and 5 years of experience.

  • Degree in Data Science, Atmospheric Science, Engineering, IT project management or related technical field; and related experience and/or training; or equivalent combination of education and experience.

  • Ability to read, write, decipher, and test software code in a variety of languages including python and R.

  • Experience in software development including requirements definition, detailed design, data migration and acquisition, testing through production.

  • Strong analytical skills to critically evaluate information, reconcile conflicts, synthesize information, solution ideas from requirements and distinguish user requests from true needs.

  • Project management and leadership skills including the ability to work as a team member, maintain project timelines and budgets.

  • A demonstrated record in managing multiple diverse and complex activities simultaneously, delivering on commitments, and operating with speed, accuracy, and strong judgment.

  • Ability to quickly identify and drive to the best possible solution when presented with a series of opportunities and constraints.

  • Excellent written and oral communication skill, including the ability to build relationships and effectively communicate and influence across all organizational levels.

  • The ability to effectively produce materials using Microsoft Word, Excel, Visio, Project, Tableau and PowerPoint.

  • Ability to convey complex concepts via presentations to a technical and non-technical business audience.

  • Operate with a high degree of autonomy and accountability.

Additional Qualifications

  • Demonstrated analytical experience evaluating dynamic, near-real time energy production, CEII or energy market data.

  • Experience working with Independent System Operators (NYISO, ISO-NE, PJM, etc.) and familiar with wholesale energy markets.

  • A command of business analysis, requirements and specifications documentation, and process mapping to inform the development and integration of new processes and technology.

  • Knowledge of renewable energy technologies.

  • Experience in renewable plant asset management and SCADA operations/analysis.

  • PMP or similar certification.
