Summary

The incumbent serves.as a financial auditor in the NY/NJ Healthcare Network (VISN 2) performing duties associated with an internal control compliance and risk management program. The position is located at the VISN Office in the Bronx under the general direction of the Financial Quality Assurance Manager (FQAM).

Responsibilities

Duties include, but limited to, the following:

  • Performs reviews and audits (VHA Quality Assurance, facility audits, follow-up audits and ad hoc audits) and evaluates the performance of financial processes, operations and adherence to VA financial policies, directives, Handbooks and regulations. Audits are in accordance with VHA and Generally Accepted Government Auditing Standards.
  • Examines key business processes, related financial records and internal controls to obtain sufficient and reliable evidence of business reliability, financial compliance and areas for improvement.
  • Gathers information about the audit activities and develops objectives, scope, and methodology utilizing multiple data sources and VHA Systems.
  • Recommends which areas to audit and methods to use to obtain valid information.
  • Determines the phases and work plans for multi-facility and multi-issue audits.
  • Assists Network Financial Quality Assurance Manager maintain the Network Financial Quality Assurance monitoring & auditing plan as well as any related Financial Quality Assurance dashboard(s).
  • Participates in discussions with Network Financial Quality Assurance Manager and the Financial Quality Assurance group to define scope, objectives and audit results and to obtain positions on audit conclusions and supporting data.
  • Data may be correlated with financial monitors to show cause and effect relationships and to support audit conclusions relevant to audit objectives.
  • Prepares complete reports of audits that accurately depict the finance process audited, the level of compliance with internal (VA, VHA and VISN) policies, directives, handbooks, etc. and external regulations and policies.
  • Identifies deviations from financial policies and practices and evaluates internal controls systems effectiveness.
  • Develops constructive recommendations for improvements within the audit segment, as well as the overall Financial segments within the facilities.
  • Provides analysis and advice on possible mitigation factors to Network Financial Quality Assurance Manager and Leadership.
  • Collects and ensures availability of supplementary documentation to support findings that may be controversial and require program modifications.
  • Additional duties as assigned.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/09/2019.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-011.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below: Basic Requirements: Applicants must meet one of the following educational requirements to be eligible for this position: A. A degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; or 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full performance level in accounting, auditing, or a related field, e.g., Budget Analyst or Finance Analyst (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: - Performing specific audit assignments within a team; - Assisting with or performing initial audit planning; - Gathering, analyzing, and summarizing data and audit results; - Preparing or assisting in the preparation of portions of the draft and final audit reports; and - Ensuring that all audit work (planning, performing and reporting) meets the requirements of Generally Accepted Government Auditing Standards. **This experience must be clearly demonstrated in your resume**

OR, - Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have three full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree in one of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

OR, - Combination of Education and Experience: A combination of graduate level education and specialized experience equal to 100% of the specialized experience requirement. (Only graduate education in excess of 36 semester hours may be used in combination with specialized experience.) NOTE: Applicants must submit supporting transcripts if qualifying based on education.

Specialized Experience Requirement for GS-12 Grade: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization.Examples of specialized experience would typically include, but are not limited to: - Assist the Network Financial Quality Assurance Manager (FQAM) conduct a proactive, quality-based, customer-focused compliance and risk management organization - Ensures all internal controls and quality measures are maintained - Utilizes the risk management process to identify, assess, prioritize, respond to, mitigate, audit, monitor and document Network-wide Financial Quality Assurance compliance - Provide technical assistance in the selection of focused audits, criteria development, data retrieval from multiple sources and systems, compilation of findings, and follow-up audits oriented toward improved utilization of financial resources and financial compliance - Reports allegations of improper activities or procedures to the Network Financial Quality Assurance Manager - Performs reviews and investigations, when appropriate, of any issues of non-compliance - Recommends the implementation of appropriate corrective action plans

Physical Requirements: The work is usually performed in an office setting. Work involves intense concentration and the incumbent must be able to work for long periods on a personal computer.
