The Brookdale Hospital & Medical Center DIRECTOR, BUSINESS CONTINUITY DISASTER RECOVERY in Brooklyn, New York

The Director Business Continuity will play a leading role in managing the Business Continuity Management System (BCMS) activities of Brookdale Hospital Medical Center (BHMC) Information Technology Business (policy, planning, implementation and operation, performance assessment, management review, improvement, and documentation providing auditable evidence). This position will also work closely with the BHMC Emergency Management Department in support of other department IT needs. This position will report directly into the Assistant Vice President, Information Technology Operations and simultaneously report on activities to when required to the Vice President of Hospital Operations.

  • Acts as subject matter experts for Business Continuity Planning and Disaster Recovery planning and options.

  • Analyses difficult workflows and work with Epic representative(s) to provide applicable solutions when necessary

  • Understands how application integrates with other applications and interfaced systems

  • Coordinate software updates and changes with other Application Team Leads

  • Analyses requested system changes to ensure intended impact and prioritize implementation appropriately

  • Ensuring the integrity, integration and stability of production systems

  • On call support (support calendar defined by Group or application suite; cell phone provided)

  • Coordinating with IT Infrastructure team and operational support personnel as needed (DBAs, Integration Analysts, Network Analysts, etc.) for application/system patches, updates and upgrades

  • Regular monitoring of vendor sites, attendance at vendor conferences and user group meetings to stay current with new application functionality and enhancements

  • Routine communication with department directors, managers, system managers and end-users regarding application/system issues, status of projects, and resolutions to troubleshooting problems

  • Completing testing cycles (unit, functional and integration testing)

  • Understand and identify the legal/ regulatory requirements of BHMC as it pertains to continuity of operation, implementing, maintaining, and documenting procedures.

  • Ensure Senior Management's involvement with BCP through proper support and commitment to the program

  • Ensure responsibilities and authorities for relevant roles are assigned and communicated within the organization

  • Direct resources (leading a team of both permanent and contractor positions) in the scoping, development, testing and annual updating of end-to-end BC/DR plans for the BHMC Epic application.

  • Ensure all product lines (by IT segment) have appropriate, disaster response escalation procedures, and level of testing

  • Manage the strategic risks identified after completion of Business Impact Assessments (BIAs), Technology Risk Assessments (TRAs), and Location Risk Assessments (LRAs), coaching key business leaders to make critical risk tolerance decisions balancing complex value vs. cost decisions

  • Facilitate the determination and selection of continuity strategies with Senior Management

  • Ensure all relevant teams, technologies, and locations have continuity plans commensurate with their level of criticality to key business processes

  • Participate in the documentation of procedures on how BHMC Emergency Management will communicate, manage, respond, and recover from disruptive incidents impacting operations

  • Ensure vendor management process is modified and maintained to include requirements for BC/DR for all third party vendors

  • Design scenarios and conduct table top exercises that test end-to-end resiliency of BHMC Technical products/services

  • Collaborate with Legal and Product owners to establish process for developing auditable BC/DR information that can be reviewed by necessary auditors

  • Cross-functionally work with Emergency Management, participating in annual reviews of policies and procedures pertaining to BHMC Information Technology needs

  • Work with BHMC Emergency Management annual summary of BC/DR risks within BHMC to incorporate into Emergency Management Risk Management (EMRM) process and board reporting

  • Design, develop and manage an implementation approach through use of standard project management tools such as work plans, change management tools and issues tracking

  • Enforce change control policy and procedures for the system and its updates

  • All other duties as requested.

Education:

  • Bachelor’s Degree required; focus on healthcare, business, IT, or computer science preferred.

Experience:

  • Minimum five (5) years in IT management specific to infrastructure.

Knowledge and Skills:

  • A deep understanding of hospital organization and business processes.

  • The ability to lead meetings, prioritize issues, resolve conflicts, maintain an issues list, and manage a project plan

  • Strong analytical and multi-tasking skills

  • Ability to interact effectively with peers, management, hospital staff, vendors and other customers

  • Effective organization skills and attention to detail; effective follow-through, follow-up and commitment to excellence

  • Excellent time and change management skills

  • Effective project management skills

  • Develop an IT Business Continuity Plan and work with BHMC Emergency Management to enhance and maintain a corporate-wide business continuity program that addresses business recovery and emergency response management

  • Provide visibility and reporting to the appropriate leadership on the critical components and readiness of the business plans and supporting processes and infrastructure.

  • Contribute to establishing and maintaining program processes and practices which effectively ensure that the enterprise program remains current and incorporates/aligns with industry standards and practices as appropriate, and adequately covers general regulatory requirements.

  • Create scenarios and implement Desktop Table Top Exercises and report on findings of department readiness

  • Cultivate relationships with key leaders in emergency management within BHMC and local Federal Agencies

  • Establish a Corporate IT emergency response plan and support the activation of enterprise-wide emergency operations contained within the plan

  • Responsible for managing stakeholder interviews, process documentation, program evaluation and project management to develop effective working relationships and documented BCP plan.

  • Excellent personal communication and diplomacy skills

  • Exceptional computer, social media and presentation skills

  • Seasoned professional with the ability design emergency management programs

  • Project Management, Emergency and Business Continuity Plan writing.

  • Root Cause Analysis review and creation

  • Ability to hear and communicate with others in a clear, understandable, and professional manner on the phone and in person; and the demonstrated use of good written and verbal communication skills.

  • Manage Annual Disaster Recovery Testing Project for BHMC

  • Microsoft Office (Excel, Word and PowerPoint), Visio and Project application knowledge.

Licenses, Certifications:

  • FEMA Certification - ICS 100,200,300 and 700
