Summary The position is located at VA Western NY Healthcare System in the Whole Health. The Advanced Health Technician (Whole Health Clinical) serves the Whole Health Program by directly supporting the management of operational components of Whole Health Care across the health care continuum. He/she works closely with the Whole Health Team and other health care professionals, other clinics, internal services, and community agencies. Responsibilities The incumbent ensures facility compliance with Whole Health Program to include data input and data maintenance related to Whole Health resources, sites, users, service agreements, and technology. The incumbent records and manages the Whole Health SharePoint site. Primary point of contact for both the Whole Health SharePoint Whole Health Program Coordinator - will provide training and guidance. Develops and maintains processes to audit Whole Health care and SharePoint data to ensure it is current and accurate by checking data cross-referenced to other databases. The incumbent reports audit results to Whole Health VISN, Facility leadership, and to end users to ensure compliance. Collaborates with end-users to ensure that documentation input errors or deficiencies are corrected. The incumbent provides support with the establishment and/or control of Whole Health program data and records including Microsoft SharePoint, the primary database and sharing instrument for the Whole Health Program. Adds and maintains access control for end users; development and maintenance of program sites and database tables within the software; developing and maintaining processes to store and keep current a variety of documents and databases, including the Whole Health Program Equipment Inventory and shared databases. Ability to work with a team to provide technical guidance, plan, organize and coordinate activities of a health technician in order to effectively complete job duties of assignment such as distributing workload, monitoring the status and progress of work, monitoring accuracy of work. The incumbent works with Office of Information Technology (OIT) staff to ensure continuity for equipment when systems are updated. Ensures that SharePoint web pages, views and shared data are kept current and are readily accessible to end-users and visitors. Coordinates SharePoint and equipment end-user training. Provides synchronous training activities to system users as needed. Identifies opportunities for training and development opportunities, communicates those needs to the Whole Health Team. Collaborates to develop training by serving as a subject matter expert and adviser/tester as needed. Collaborates with individuals at facility and VISN levelsto design useful and relevant reports and reporting processes. The incumbent accurately collects, enters, and manages data, including both patient data and program data, and enters required data in a timely fashion. Operates web-based software for Whole Health program as well as other databases as needed. Collects program information from facility leads and staff, enters it into electronic information systems, which may include Microsoft Teams, Microsoft Excel, and Microsoft SharePoint. The incumbent compiles reports of the data as requested by Whole Health VISN and facility stakeholders. Creates, maintains, edits, calculates, retrieves, stores, prints, and routes a wide range of documents in final form from handwritten drafts, electronic mail, and SharePoint document server. Completion of this work involves using various types of computer software including various levels of word processing, MS Excel, MS SharePoint, MS PowerPoint for presentations, MS Publisher, and MS Access for database management. Knowledge of quality control and assurance procedures and principles of performance improvement. Ability to function effectively between competing priorities. The incumbent integrates Whole Health program planning to ensure goals and priorities are complementary and in congruence with the overall VISN Whole Health program. Responsible for the completion of quality management functions within telehealth which requires specialized technical expertise in using programs such as Pyramid analytics, etc. and functions as a subject matter expert. The incumbent assists in the maintenance and tracking of Contract Service Agreements, volunteers, and Memorandums of Understanding (MOUs) for compliance with participation standards. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Experience and Education: Experience. One year of experience in a health care field that demonstrates the applicant's ability to perform the work or provides an understanding of the work such as but not limited to a medical or clinical assistant (or technician) or health technician. OR, Education: Four academic years above high school leading to a bachelor's degree with courses related to the occupation. OR, Experience/Education Combination: Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable. Examples are listed below:(a) Six months of experience in the health care field and two years of education above high school that included at least six semester hours in health care related courses such as, biological science, surgical technician courses, nursing assistant or other courses related to the position; or an associate's degree in a health care related field; or(b) Six months of experience in the health care field and successful completion of a course for health care technicians, hospital corpsmen, or medical service specialists given by the U.S. Armed Forces. Grandfathering Provision: All Health Technicians (Telehealth Clinical) employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series, and grade held. For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: (1) Such employees may be reassigned, promoted up to and including the full performance (journeyman) level, or changed to lower grade within the occupation, but may not be promoted beyond the journeyman level or placed in supervisory or managerial positions. (2) Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard. (3) If an employee who was retained (grandfathered) under this provision leaves that occupation, the employee loses protected status and must meet the full VA qualification standard requirements in effect at the time of re-entry to the occupation. Ability to assist in Health Technician (Telehealth Clinical) development, outcome management and strategic planning. Ability to perform successful knowledge transfer regarding the use of telehealth technologies. Preferred Experience: 2-3 years clinical healthcare experience required. Must possess organizational skills, positive outlook, and work well in a team environment. Core functions include; understanding and support of modalities of complimentary and integrative health, Veteran and staff education and coaching. Preferred customer care and teaching or presentation experience. Prefer previous scheduling experience.
