POSITION SUMMARY

The Manager of Pharmacy Services is responsible for overseeing pharmacy systems within PPGNY. This position plays a crucial role in ensuring compliance with PPFA Medical Standards and Guidelines and state and federal regulations. The Pharmacy Manager is responsible for oversight of purchasing all medications, including controlled substances and 340B medications, and providing oversight of the inventory, storage, and dispensing processes for all medications. The Pharmacy Manager provides subject matter expertise and ongoing consultative services to our clinical, health center operations, and compliance teams and works collaboratively across departments to assist in the development, implementation, and maintenance of pharmacy policies and all related standard operating procedures.

Essential Job Duties and Responsibilities

Regulatory Compliance

· Ensures all pharmacy practices align with federal, state, and local regulations

· Conducts purchasing and utilization audits at all PPGNY health centers to ensure the 340B program is compliant

· Monitors 340B regulations on an ongoing basis to ensure federal compliance and remain current on all updates to the 340B program

· Maintains PPGNY’s registration with 340B and acts as Authorized Official for the 340B program

· Ensures compliance with all pharmacy related grant deliverables

Quality Improvement

· Participates in the PPGNY RQM program and committee on an ongoing basis to maintain the highest standards of patient safety and care within pharmacy operations

· Conducts routine pharmacy inspections at all PPGNY health centers including mobile health units

· Collaborates across departments to develop corrective action plans pertaining to areas of deficiency identified on pharmacy audits.

· Addresses pharmacy related incident reports, completes root cause analysis, and provides staff training/education in collaboration with clinical, operations, and compliance leadership to implement systems level changes that ensure patient safety and regulatory compliance

Administrative

· Assists with the development and maintenance of 340B policies and procedures

· Oversees purchasing, receiving, handling, and dispensing of controlled substances

· Participates in the development, implementation, and maintenance of controlled substance policies and procedures

· Updates PPGNY’s Pharmacy Manual on an ongoing basis with policy and procedure updates

· Participates in Epic Core and works in collaboration with the Epic project manager on all medication related updates and maintenance needs in Epic, on an ongoing basis

· Provides clinical consultation and clarification to clinicians and nurses and participates in Medical Leadership team meetings, on an ongoing basis

· Maintains and updates PPGNY’s formulary in collaboration with medical, and operations leadership

· Identify and address pharmacy related concerns in a proactive and timely manner and complete follow up as necessary

Training

· Leads the training and education for PPGNY staff on all areas of pharmacy operations on an ongoing basis

Inventory Oversight/Medication Procurement

· Responsible for overseeing pharmacy inventory, including ordering, stocking, and maintaining records to ensure consistent supply of medications

· Ensures that PPGNY is maximizing participation in the 340B program and identifies any potential optimization opportunities on an ongoing basis

· Oversees controlled substance inventory including ordering, stocking, and maintaining records to ensure a consistent supply of medications and practices that align with PPFA and state regulations

· Communicates any supply chain issues with health center operations and medical leadership and provides expert recommendations on appropriate medication substitutions when needed

· Communicates recalls to clinical team and oversees handling of recalls to ensure recalled medications are removed from stock and collaborates with clinical and compliance leadership to ensure follow-up has occurred with patients when necessary

Other

· Assists Senior Director, Clinical Practice Operations with other duties as needed

· Completes all responsibilities according to established protocols, policies, and standard practices in the areas of ADA and regulatory compliance programs such as HIPAA

· Performs other educational and experience related duties as required

· Travels to health centers, including mobile units, across the affiliate on an as needed basis

REQUIRED QUALIFICATIONS:

  • PharmD or equivalent degree from an accredited school of pharmacy 5

  • Valid New York State pharmacist license.

  • Minimum of 5 years of experience in a clinical or community pharmacy setting, with a preference for experience in reproductive health or family planning services and pharmacy management experience

  • Strong knowledge of New York State regulations related to pharmacy practice, particularly in the context of reproductive health and abortion services.

  • Excellent communication skills, with the ability to provide compassionate and clear patient education.

  • Ability to work effectively in a multidisciplinary team environment.

PHYSICAL DEMANDS

  • Requires sitting for long periods of time. Periodic standing, walking, bending. Requires lifting of up to 15 pounds. Visual acuity sufficient to perform frequent work on a computer screen and review printed reports and other materials. This role routinely uses standard office equipment such as computers, phones, photocopiers, and filing cabinets. Requires the ability to hear and to communicate orally with others.
