Saint Lawrence Seaway Development Corporation Marine Transportation Specialist (Ship Inspector) (Open to both U.S. Citizens and Federal Employees) in Massena, New York

Summary Located in the Office of Lock Operations, the Ship Inspector serves as a marine expert in requirements for vessels transiting the Seaway such as investigations of marine incidents/accidents, reviewing salvage methods, and verifying marine engineering issues. Serves as a Corporation marine advisor or representative at industry meetings. Position is typically scheduled on a first 40-hour tour of duty with frequent schedule changes and travel to Canada during the 10-month navigation season. Responsibilities The Marine Transportation Specialist (Ship Inspector): Conducts onboard ship inspections on foreign flagged vessels entering the St. Lawrence Seaway to verify compliance with Seaway system regulations and ensures ships comply with United States Coast Guard transit regulations. Conducts ship incident/accident investigations such as groundings, spills, strikes, and equipment failures that occur within Seaway system. Evaluates damage to ships or Agency facilities and makes recommendations for corrective action. Serves as the Agency liaison with external maritime agencies such as the Canadian Seaway, US Coast Guard, Canadian Coast Guard, Shipping Owners, and Agents. Reviews regulatory policy changes to ensure Seaway system requirements are in compliance. Requires on-call availability on a rotating basis with other inspectors during the 10-month Seaway navigation season. Occasionally serves as a relief Lock Operations supervisor when needed. The ideal candidate is a technical expert in marine inspections and casualty investigations for ocean-going vessels that can work independently within a team environment. This person has experience evaluating vessel compliance with marine regulations and standards to ensure the proper documentation and certification of safety management systems, operating systems, machinery, and structures. A government contractor-issued travel card will be issued and must be retained for official business only. DRUG TEST: This position has been determined to be a critical safety/security position as defined in the Department of Transportation (DOT) Order, DOT 3910.1D entitled "Drug and Alcohol-Free Departmental Workplace." Therefore, if selected for the position you will be required to submit to a pre-employment/pre-appointment drug test, you will also be subject to Random Drug Testing. DRIVER'S LICENSE REQUIREMENT: You must also be able to obtain and maintain a driver’s license equivalent to New York State Level 5. TRAVEL REQUIREMENTS: Due to the location of our agency and the duties of this position, you must be able to enter Canada in accordance with Canadian law and re-enter the United States. PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed). TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. Qualifications To meet the minimum qualifications for this position, you must meet the specialized experience qualifications. To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Private or public sector technical experience conducting marine regulatory reviews, inspections, surveys, audits, vetting, clearances, or incident investigations of ship structures, control systems, propulsion systems, safety systems, or machinery as a marine surveyor, inspector, engineer, auditor, advisor, captain, deck officer, or similar.
