Saint Lawrence Seaway Development Corporation Marine Transportation Supervisor (Deputy Vessel Master) (Open to both U.S. Citizens and Federal Employees) in Massena, New York
Summary Position is in the Office of Lock Operations & Marine Services, Marine Services Division. The employee serves as the Deputy Vessel Master of the Marine Services Division with responsibility for the safe operation and maintenance of Corporation vessels; commissioning, decommissioning, and maintenance of navigation aids; hydrographic surveying and channel maintenance; and emergency response. Responsibilities The Marine Transportation Supervisor is: Responsible for the safe and efficient operation of vessels to transport GLS employees and equipment along the St Lawrence River between Montreal and Lake Ontario, and across the Great Lakes as needed. Ensures all employees are treated fairly and equitably in all work-related matters, and that selections for new appointments, promotions, training, or other opportunities are based only on job related factors. Administers the navigational aids program to include commissioning and decommissioning of buoys and navigation lights at the opening and closing of each navigation season, installing horizontal ranges, and ensuring that aids are placed in accordance with requirements utilizing DGPS technology. Responsible for ice breaking activities in the U.S. portion of the Seaway, Sector II to encompass an area below Snell Lock, the intermediate pool and above Eisenhower Lock. This activity is mandated to assist with the opening of the shipping season and during the closing period, as required. Provides strong leadership and support to the Safety Program and is continually watchful for unsafe conditions or practices Corporation-wide. Immediately consults with the Occupational Safety and Health Manager, or takes corrective action on own initiative, when unsafe conditions or practices are observed. The ideal candidate for this position will have the appropriate Coast Guard Licenses coupled with experience operating a Z-drive tug on inland or coastal waterways and/or the Great Lakes. *PLEASE NOTE: This announcement establishes an open continuous (3 month) vacancy announcement, with early consideration given to applicants who apply within the first 30 day period. DRIVER'S LICENSE REQUIREMENT: You must also be able to obtain and maintain a driver’s license. TRAVEL REQUIREMENTS: Due to the location of our agency and the duties of this position, you must be able to enter Canada in accordance with Canadian law and re-enter the United States. DRUG TEST: This position has been determined to be a critical safety/security position as defined in the Department of Transportation (DOT) Order, DOT 3910.1D entitled "Drug and Alcohol-Free Departmental Workplace." USCG License Requirement: You must have a current USCG Merchant Marine Credential endorsed as Master of Steam or Motor Vessels of 1600 gross registered tons (GRT) upon the Great Lakes and inland waters or superseding routes. TOWING ENDORSEMENT: You must have a current USCG License/Credential that qualifies as Master of Towing Vessels upon the Great Lakes and inland waters or superseding routes. Qualifications To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration. SELECTIVE FACTORS: Applicants must have at minimum, a current and a valid USCG Merchant Marine Credential (USCG MMC), endorsed as Mate of Steam or Motor Vessels of less than1600 gross registered tons (GRT) upon the Great Lakes and Inland waters and as Mate of Towing Vessels upon the Great Lakes and Inland waters along with Unlimited Radar Observer. NOTE: If the person selected has the minimum USCG MMC Endorsements as stated above, it is a requirement of the position that the person must have obtained within 12 calendar month from the date of hire / formally appointed to the position at minimum a current and valid USCG Merchant Marine Credential (USCG MMC), endorsed as Master of Steam or Motor Vessels of less than 1600 gross registered tons (GRT) upon the Great Lakes and Inland waters and as Master of Towing Vessels upon the Great Lakes and Inland waters. Failure to attain the above endorsement in the allocated time frame will result in dismissal. To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience safely operating and maintaining vessels and tugboats including towing and pushing vessels and barges. Experience operating Aximuthing Stern Drive (ASD/Z-drive) vessels.
