Job Description

*This vacancy is only open to 1) current permanent city employees serving in the Administrative Staff Analyst civil service title or 2) on leave from the title or 3) permanent city employees in or on leave from a comparable title (e.g., Administrative Procurement Analyst, Administrative Community Relations Specialist, Administrative Manager), or 4) employees who are reachable on the Administrative Staff Analyst list or a comparable civil service list.

The Urban Park Service (UPS) is composed of Parks Enforcement Patrol, Emergency Management and Central Communications. UPS is focused on protecting the quality of life in the City's parks, fostering park stewardship, working with community groups and volunteers and educating the public about the parks.

Major Responsibilities

  • Provide leadership and oversee human resource management for the Urban Park Service (UPS) division. Directly supervise staff assigned to work unit. Serve as a liaison with Human Resources, Payroll and Timekeeping, Benefits and Labor Relations divisions.

  • Review and approve all recruitment including vacancy documentation and interview panel assembly.

  • Oversee the distribution of payroll and manage all Citytime accounts for UPS. Monitor annual leave balances and overtime earnings.

  • Manage the administration and tracking of all annual, probationary and seasonal employee evaluations.

  • Handle the administration of the annual seasonal hiring process.

  • Prepare and present comprehensive reports to management.

  • Oversee purchasing and the Other Than Personal Services (OTPS) budget for UPS.

Qualifications

  1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

  2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
