The above hiring range represents the University's good faith and reasonable estimate of the range of possible compensation at the time of posting.Position SummaryThe Facilities Management Department at Columbia University Irving Medical Center seeks a talented leader to join our team as the new Director of Housing Engineering and Facilities. The successful candidate will provide expertise, vision, and strategic leadership related to campus residential facilities accommodating over 1,200 students and guests in traditional residence halls, suites, and apartments across 9 buildings (1.0M gsf) with a $17 million-dollar annual budget. Lead planning, coordination, and implementation of campus residential facilities master plan encompassing construction, renovation, and maintenance of University Residences' buildings. Ensure excellent customer service, responsible fiscal management, and positive collaboration across department. Establish clear expectations for high quality recruitment, selection, training, and ongoing development of over 12 University Residences facilities staff. The incumbent will also provide assistance to oversee and perform back-up supervisory oversight to other campus buildings as needed and directed by the AVP of Engineering.Reporting to the Assistant Vice President of Engineering (AVP of Engineering), and as a member of the department's central management team, the Director of Housing Engineering and Facilities will directly supervise manager and 14 union and non-union support positions. The Director of Housing Engineering and Facilities will also work closely with department managers and other University partners to ensure campus facilities operation supports the mission of Columbia University Irving Medical Center with a high quality, attractive and sustainable campus environment. Furthermore, the Director must contribute to the department's mission in ways demonstrating support for student involvement and creation of diverse and inclusive communities.Responsibilities- Closely monitor areas of responsibility such as, maintenance, operations, and utilities (approximately $5 million) expenditures; prepare comprehensive reports of actual costs against budgeted costs, forecasting, and reconciliations.- Develop and coordinate agreements for services; maintain and monitor contracts with vendors and ensure University purchasing guidelines are strictly adhered to.- Assist in establishing annual and projected state of good repair priorities with the AVP of Engineering, (approximately $2.75 million annually).- Plan and organize logistics of the department, utilizing Incident Command System, as appropriate.- Develop and maintain emergency response plan for loss of facilities or significant disruptions in maintenance systems within University Residences' inventory in consultation with campus Public Safety, EHS and campus emergency response.- Supervise staff to include assigning duties, checking work, preparing evaluations, approving time off, approving timekeeping documents, interviewing and selecting employees and addressing employee conduct.- Coordinate summer contracted projects to include painting and cleaning.- Inspect work in progress and evaluate completed projects.- Advance cost saving measures; develop special project scopes and prepare bid specifications.- Represent department in pre-design, pre-bid, pre-construction, and progress review meetings.- Establish and conduct a preventive maintenance program of scheduled inspection and repair of various equipment and systems.- Coordinate among department and campus stakeholders recycling and sustainability efforts, ensuring student education and involvement.- Develop and administer departmental facility policies and procedures.- Manage furnishings program; recommend furniture replacement.- Oversee building security systems including the re-key program, maintenance, and repair of lock related hardware.- Oversee key control accountability and access.Minimum Qualifications- Requires a bachelor's degree or equivalent in education and experience, plus five years of related experience.Preferred Qualifications- Bachelor's Degree or higher strongly preferred.- 10 -15 years of directly related experience strongly preferred.- Experience in the preparation and implementation of life cycle analysis (LCA) programs is strongly preferred.- Experience with strategic facilities planning, especially with engineering systems is strongly preferred.- Five (5) years of progressive responsibility in institutional facilities management- Requires experience working with Vertical Transportation and Building Systems such as Boilers, Chillers, Controls, HVAC, and Hydronics systems.- Effective written, verbal, and interpersonal communication skills- Demonstrated ability to establish positive and collaborative relationships at all levels within the university.- Demonstrated leadership in promoting equity and working effectively with diverse populations.- Minimum of five (5) years supervisory experience with full time staff- Experience developing and monitoring budgets.- Experience supervising unionized staffPE designation is highly preferredEqual Opportunity Employer / Disability / Veteran Columbia University is committed to the hiring of qualified local residents.
