Position Summary

Columbia welcomes minors to our campus every day. They are part of our academic programs and activities, research laboratories, athletic programs, summer camps, the (K-8) School at Columbia University, medical clinics and practices, and affiliated childcare centers.

Reporting to the Vice President of Human Resources (with a dotted line to the Provost’s office), the Director will provide leadership and expertise in Columbia’s Protection of Minor’s Program, and will be the primary administrator charged with every aspect of ensuring compliance with the University’s Protection and Treatment of Minors Policy and responding to reported concerns and questions. The Director will ensure that all those involved with Columbia’s programs with minors adhere to standards of conduct for all interactions between members of our community and minors, including reporting suspected abuse and maltreatment of minors, registration of all programs involving minors, and training for individuals in programs involving minors. The incumbent will also partner with the Director of HR Compliance and Protection of Minors Training to coordinate compliance with program requirements including training and background checks.


  • Serving as the primary point of contact with respect to the University’s response to reports of child abuse and maltreatment and ensuring that the University takes all necessary and appropriate actions in response to such reports.

  • Receiving notifications and responding to all reports of suspected child abuse, assisting with the resolution of such cases, and serving as the first point of contact with law enforcement and the Administration for Children’s Services (ACS) should they become involved.

  • Developing an ongoing knowledge of policies and procedures and New York State Law on child abuse and mandatory reporting, and be familiar with Columbia’s duty to report such cases.

  • Reviewing, creating, and delivering trainings regarding protocols, best practices and responses to ensure a safe and secure environment for minors on campus.

  • Acting as a subject matter expert to evaluate and resolve questions relating to the protection of minors with University faculty, staff, and students.

  • Developing contacts with internal and external subject matter experts.

  • Providing guidance and interpretation of applicable laws, policies, and procedures, and the criminal background check and self-disclosure policies where minors are involved.

  • Working with University partners to recommend and apply updates to policies and procedures on campus.

  • Coordinating with program leadership, including hosting regular meetings with stakeholders to discuss implementation of procedures and to make policy recommendations.

  • Partnering with deans of students, program administrators and other stakeholders whose duties involve the protection of minors to identify needs and issues related to youth safety on campus and identify strategies and solutions.

  • Providing leadership and expertise to the campus community in all aspects of programming involving minors on campus.

  • Partnering with the Director of HR Compliance and Protection of Minors Training to ensure compliance with operational requirements of the policy, including monitoring participation in protection of minors training.

  • Evaluating programs involving minors for safety and efficacy and conducting site visits to programs.

  • Analyzing evaluation data, creating, and presenting annual reports to University leadership and stakeholders.

Minimum Qualifications

  • Minimum of 5 years of closely related professional experience.

  • Advanced degree required

Preferred Qualifications

  • JD preferred

Other Requirements

  • Experience in evaluating, assessing, and responding to reports of suspected child abuse.

  • Experience in conducting investigations involving allegations of child abuse and maltreatment, including interviewing minors, strongly preferred.

  • Strong skills in analytical thinking, decision-making, judgement, and work management.

  • Strong interpersonal, organizational, and customer service skills.

  • Comfortable interacting on sensitive subjects with a wide range of people in various roles, having a high degree of professional ethics and willingness to act decisively in the best interests of the University and the minors.
