City of New York GIS Specialist – Design and Construction in New York, New York

Job Description

Transportation Planning and Management (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working, and doing business in New York City. The Division’s responsibilities include roadway project planning, roadway design, technical analysis, maintenance of street signs, transit development, freight mobility, and roadway markings. TPM’s Design & Construction (D&C) unit has professional engineering oversight for geometric design elements of NYC roadways. We draw on expertise and talent of Civil Engineers, Urban Designers, Planners, Asset Managers, Inspectors, Administrators, Analysts, and others to evolve and maintain the curb geometry and street plans for all NYC’s 6300+ miles of roads, create and maintain official pavement marking and concrete island plans, and oversee the application and refurbishment of NYC’s 250+ million linear feet of pavement markings (stripes, messages, colored surface treatments for bus/bike/plaza, etc.).

D&C is currently seeking a skilled and motivated GIS-trained professional to join our team. As a GIS Specialist, the candidate will be instrumental in managing spatial data to support various projects and initiatives. Working collaboratively within the Asset Management team, the candidate will produce and maintain maps using ArcGIS, to provide crucial spatial insights to inform decision-making processes. The primary duties for this role will involve utilizing GIS technology to create and maintain a priority list for citywide markings refurbishment, ensuring equitable distribution within neighborhoods while upholding the integrity of the city's infrastructure. The selected candidate will geocode marking work orders and citizen complaints to accurately prioritize maintenance and improvement efforts, coordinate seasonal and weekly resurfacing lists with our Roadway Division, optimizing scheduling and resource allocation, and identifying and addressing work order conflicts to ensure seamless project execution. Additionally, the GIS Specialist will convert GIS data to Google Earth files to enhance visualization and accessibility and provide training to inspectors on Google Earth usage. Beyond these primary responsibilities, the selected candidate may also be tasked with performing further duties related to spatial analysis, data management, and project support, as required.

Preferred Skills:

Preferred candidate will be proficient in ArcGIS, Microsoft Word, Access, PowerPoint, Excel, and Adobe Creative Suite. Knowledge of traffic calming, urban design, pedestrian-oriented design, complete streets, and project management is required. Excellent writing, editing, and oral presentation skills are a must. Valid NYS Driver's License is required.

City Service - New Hire Rate: $71,255, 2 or more yrs. City service - Minimum Incumbent Rate: $81,943. This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program agreed to between the City and DC37.

Qualifications

  1. A baccalaureate degree from an accredited college or university and two years of satisfactory full-time experience in city planning; or

  2. A satisfactory combination of education and/or experience that is equivalent to “1"" above. Graduate

education in city planning, urban planning, urban design, architecture, landscape architecture, transportation engineering, public administration, economic development or related fields may be substituted for experience on the basis of 30 graduate semester credits from an accredited college for one year of experience. However, all candidates must have a baccalaureate degree.

Special Qualification Requirements

Assignment Level III

To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above.

Assignment Level IV

To be eligible for placement in Assignment Level IV, individuals must have, after meeting the minimum requirements, two additional years of professional experience as described in "2" above.
