What we do:

The Supervision Group of the Federal Reserve Bank of New York (FRBNY) supervises banks in the Second District. The objectives of supervision are to:

  • Evaluate and promote the overall safety and soundness of supervised institutions;

  • Ensure supervised institutions’ compliance with relevant laws and regulations, including consumer protection;

  • Facilitate the stability of the financial system of the United States; and

  • Support the growth and stability of the U.S. economy.

Supervision is carried out through a combination of methods, including on-site and off-site examinations involving staff dedicated to the supervision of an individual firm and other professionals focused on analytical, policy, and risk matters. Supervision is coordinated with other U.S. agencies.

The Supervisory Policy and Strategy (SPS) function’s responsibilities are concentrated in three areas. First, staff help to set the strategy around and contribute to the development of international and domestic prudential standards for banking organizations, financial market utilities (FMUs), and payment systems. Second, staff assist with policy implementation and supervision through a variety of means, including delivery of cutting-edge analyses and actively engaging with supervisory colleagues. Third, staff lead Federal Reserve System-wide supervisory efforts related to capital stress testing and cyber resilience and contribute to the oversight of systemically important FMUs.

The Supervision Policy and Strategy (SPS) Cybersecurity Risk and Policy Department guides, influences, and supports the development and implementation of an enhanced cybersecurity supervision program for the Federal Reserve System (FRS).

Your role as the Cyber/IT Risk Program Manager:

As the Program Manager, you will supervise Cyber/IT a dynamic team responsible for cybersecurity risk and policy for supervised financial institutions. You will work in partnership with key stakeholders and subject matter experts across the Bank, the Federal Reserve System, and domestic and foreign regulatory agencies and central banks.

The Program Manager will manage and develop professionals on the team, provide strategic leadership in developing and executing business objectives, and build strong collaborative relationships with key leaders in the Federal Reserve, and domestic and foreign regulatory agencies and central banks. You will help set goals and objectives for team members to align with Department priorities. You help ensure cyber policies, practices, and procedures are understood and followed by direct reports, Supervisory portfolios, and Bank stakeholders. You will be responsible for building and maintaining a culture that is consistent with the Bank’s mission, vision, and values. We are seeking a strategic, innovative, and inclusive leader.

Core responsibilities include:

  • Identifies material cyber risks and allocates resources to examinations, monitoring activities, and various analyses and projects.

  • Provides subject matter expertise around cybersecurity matters and applies this expertise to workable policy responses.

  • Maintains relationships with internal and external stakeholders and communicates messages to FRS management and the firms, senior management, and board of directors.

  • Analyzes and synthesizes complex cyber risk topics and issues; maintains awareness of trends, new products, and current and prospective regulatory changes.

  • Mentors staff and leads professional development, training, and performance management.

  • Assists management in building and sustaining a culture that is characterized by innovation, creative problem-solving, teamwork, empowerment of employees, accountability, diversity and inclusion, learning and development, business process excellence, and continuous improvement.

What we are looking for:

  • Prior management responsibilities or experience leading large, complex projects, with demonstrated aptitude to build high-performing teams, diverse in gender, ethnicity, background, and thought, and create an accepting, empowering culture that makes all employees, regardless of background, feel valued, motivated and included.

  • Substantial cybersecurity risk or policy experience.

  • Substantial financial industry, regulatory, or other related experience in assessing cybersecurity risks and developing related supervisory policy and strategy.

  • Strong interpersonal skills with the ability to build effective working relationships in a complex organization and to communicate effectively across all levels of organizations.

  • Track record of significant thought leadership, innovative approaches, well-grounded decision making, and strong execution.

Salary Range: $159400 - $235200 / year
