FHI 360 has an immediate opening for a seasoned Recruiter on our International Proposal Talent Acquisition Team to support our business development and proposal activities. The successful candidate will be responsible for providing full cycle recruitment support on our competitive proposals for institutional donors, such as USAID, the CDC and the World Bank. Specifically, they will lead recruitment efforts for proposal key personnel and core staff. The successful candidate will also have a voice in progressively developing proposal recruitment resources and procedures. The ideal candidate will have a high and evident sense of urgency, an ability to deliver results in a fast-paced, deadline-driven environment and a proven track record of being a creative problem solver.
This position can be based anywhere in the United States with a strong preference for the East Coast.

Recruits, interviews and recommends placement of candidates for professional and technical proposal staff positions from both internal and external sources.
Collaborates with proposal leaders and hiring managers, management and recruitment team to plan and implement effective recruiting strategies for all proposal positions.
Builds applicant pools/sources by researching and networking to lead the development and implementation of sourcing strategies and identification of talent profiles.
Determines applicant qualifications by interviewing applicants; analyzing responses; verifying references; comparing qualifications to job requirements
Participates in internal client meetings and business strategy sessions to improve and build upon recruitment processes and creates innovative approaches to attract top quality talent.
Identifies the best mix of resources among use of job boards, web searches, referrals and industry sources to find candidates.
Manages candidates through the entire interview process from initial contact to hire date with company.
Improves organization attractiveness by recommending new policies and practices; monitoring job offers and compensation practices; emphasizing benefits and perks.
Updates job knowledge by participating in educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations and attending HR conferences.
Guides hiring managers on staffing and recruitment policies and procedures ensuring compliance with Equal Employment Opportunity (EEO) and employment laws.
5 - 8 years of leading full life-cycle recruitment efforts for proposals and projects within an international non-governmental organization.
Previous experience with USAID, FCDO (DFID), DFAT, Private Foundation and/or NGO project and proposal recruitment with expertise in negotiation within donor compensation and benefits structures.
Metrics-oriented, analytical thinker who can analyze, interpret, present and act upon data.
Proven sense of urgency and solution orientation in meeting tight recruiting deadlines.
Proven success in proactively sourcing and recruiting passive candidates, building talent pipelines and maintaining candidate relationships.
Proven experience utilizing applicant/candidate tracking systems, contact management databases, and social/professional networking associations, groups, and products to build and maintain candidate relationships.
Knowledge of US employment laws, OFCCP, and EEO regulations, standard HR practices and procedures strongly preferred.
Working experience with Workday HRIS system a plus.
Team player and relationship builder, ability communicate in a clear, positive manner with clients, and staff.
Must be able to read, write, and speak fluent English; second language of French, Spanish, Arabic or another language a plus.
Bachelor's Degree or its International Equivalent in Human Resource Management, Business Administration, Communications, or Related Field.
Certification as Professional Recruiter (PRC) or Professional in Human Resources (PHR) highly desired.
