Global Risk Review (GRR) provides independent, objective, reliable, valued and timely assurance to the Board of Directors, the Committees, the Citigroup Chief Risk Officer, the Citibank Chief Risk Officer, senior management and regulators on the effectiveness of credit, capital and collateral risk management and the ability of the Business and independent Risk Management to identify, monitor and mitigate current and emerging risks. Within GRR, the Confirmation of Basel Classification Review & Analysis (COBRA) function provides an independent review and challenge of regulatory capital treatment.

Lead Reviewer Banking Book manages independent review and challenge of regulatory capital treatment and credit Risk Weighted Assets (RWA) across Citi’s Banking Book, with primary focus on material exposure types and risk parameters used to derive RWA. This includes conducting horizontal reviews of a broad range of exposure types, including but not limited to, on and off-balance sheet exposures, exposures receiving credit risk mitigation benefit for regulatory capital (i.e., collateral and guarantees), committed and uncommitted facilities, etc. The role requires a thorough understanding of credit and credit risk, associated regulatory capital requirements, including US Basel Rules for Advanced and Standardized Approaches, and ability to work with large and complex data.

COBRA’s coverage includes, but is not limited to, horizontal reviews of Basel wholesale and retail horizontal exposure types, counterparties and risk parameters used to derive credit RWA. Effectiveness of such coverage requires a seasoned credit risk professional who is well versed in US Basel Rules, credit and credit risk concepts, credit risk policies and procedures, and is able to manage data gathering and analysis that involves voluminous data attributes.

This role interacts with senior stakeholders across GRR and Citi and the regulators.

Key responsibilities:

  • Assist the Head of COBRA and Head of Banking Book Basel Review in in the strategy and development of COBRA’s global coverage plan.

  • Execute COBRA’s global coverage plan by leading and managing all elements of assigned COBRA Reviews.

  • Maintain effective communication with the Business, Finance and Independent Risk to ensure a clear understanding of the implementation of US Basel Rules requirements and associated governance processes.

  • Represent COBRA at relevant regional and global governance meetings and other senior forums.

  • Assess the application of US Basel Rules and calculation of RWA with an emphasis on the rules pertaining to lending and banking transactions.

  • Proactive communication to Head of COBRA, Head of Banking Book Basel Review and GRR Management of any concerns and/or emerging risks that may jeopardize the assigned COBRA Review Entities.

  • Evaluate whether the Business has deficiencies in its governance and oversight processes that allows for incorrect RWA calculations.

  • Provides critical challenge of appropriateness and sufficiency of regulatory capital top-side adjustments as proposed by Finance.

  • Evaluation of the appropriateness of Corrective Action Plans (CAP) resulting from COBRA Reviews.

  • Provide ongoing guidance as CAPs are implemented to help ensure a successful subsequent validation of the effectiveness of CAPs after implementation by the Business.

  • Accountability for the quality and consistency of work products that include Regulatory Capital Assessment Documents, COBRA Capital Review Plans and Review Reports created for the assigned COBRA Review Entities.

  • Assist in training on various US Basel Rule topics.

  • Ad-hoc projects designated by GRR Management.


  • Significant experience with the US Basel Rules for Advanced and Standardized Approaches rules specifically as they pertain to RWA requirements.

  • Demonstrable financial services including 15+ years experience in approving credit risk and/or counterparty credit risk resulting from markets transactions.

  • Deep and extensive experience in deconstructing complex transactions and understanding the underlying risks.

  • Bank regulatory environment experience and close liaison with banking and other related industry regulators is advantageous.

  • Advanced knowledge of regulatory frameworks as well as having held roles which involve interaction with supervisors / regulators is preferred.

  • Conversant in credit and markets policy matters.

  • Ability to analyze root causes and anticipate potential risk issues.

  • Proven ability to interact credibly with senior stakeholders in other control functions such as finance, audit, legal and compliance, as well as senior leaders across the firm.

  • Strong analytical skills with the ability to identify and communicate root causes and trends.

  • Strong project and time management skills with the ability to successfully handle competing priorities.

  • Exceptional written and verbal communication skills with the ability to communicate clearly and concisely to audiences of varying levels of seniority.

  • Strong interpersonal skills with the ability to build relationships and exert influence without direct authority.


  • Bachelor’s/University degree, Master’s degree preferred

  • Senior Credit Officer designation (or equivalent) preferred
