Summary The Time and Leave Clerk is responsible for processing and maintaining time and leave records for the office of the Associate Director Patient Care/Nursing Service; Is responsible for the preparation, input and maintenance of staffing information, along with the other timekeepers and staff performing timekeeping functions. Performs the full range of time and attendance functions including reviewing documents, searching records, verifying/maintaining records, and answering routine questions. Responsibilities Major duties include but are not limited to; Prepare, input and maintain staffing information. Assures all periods of annual and sick leave are covered by an electronic leave request. Familiarity with Directives, memoranda and manuals which provide regulations and working guidelines. Prepares routine correspondence for the signature of the Chief, Nursing Service and provides coverage for secretaries in the Office of the Chief, Nursing service when needed. Conducts positive and effective communication with all Nursing Service employees and other Medical Center employees. Participates in daily conferences with Nurse Managers to review information regarding statistical data. Resolves Payroll problems and answers questions regarding employees' salaries and deductions. Identifies learning needs and initiates training programs for Nursing Service employees. Maintains timecards for different employees, including intermittent, part-time, nonscheduled, compressed schedule, et al. Checks leave requests against the schedule and leave policy. Interprets and administers Title 5 and Title 38 regulations. Documents reports and information precisely and effectively. Initiates requests for overtime pay and ensures requests are received by the appropriate approving official. Prepares daily staffing sheets for the use of management staff. Converts complex information into simple, readable information. Prepares quarterly leave usage report for the Associate Director Patient Care/Nursing Service. Instructs Nursing Staff on the proper use of the computer, including the usage of various applications and menu items. Maintains time schedules and is accurate in posting/coding Time and Attendance Reports. Ensures timecards are posted daily and biweekly payroll submission is completed timely. Accurately documents night differential, premium pay, holiday pay, in-lieu days, et al. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/11/2022. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: SPECIALIZED EXPERIENCE: You must possess 1 year of specialized experience, equivalent to the GS-4 level in the Federal service, that equipped you with the particular knowledge, skills, and abilities needed to successfully perform the duties of the position and that is typically in or related to this Time and Leave Clerk position. Specialized experience for the position includes: posting, examining, computing and balancing hours on time and leave records; providing advisory and technical assistance to staff and management regarding time and leave regulations and policies; ensuring accuracy, completeness, and conformance in time and leave record processing; and utilizing required software to document accurately in a time and leave system. (THIS EXPERIENCE MUST BE SUPPORTED BY YOUR RESUME TO BE CREDITABLE.) OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE: You must have successfully completed 4 years of education above the high school level. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. One full year of graduate education is 18 semester hours.
