Job Description:

The Division of Finance & Administration at the State University of New York at Oneonta invites applications for the position ofDirector of Business Services.Reporting to the Associate Vice President of Finance & Administration, the Director of Business Services will be a part of a collaborative team within the division charged with university financial planning and strategy development.

The Director of Business Services will lead the Business Services team in providing high-quality, customer-focused services. This role will proactively solve problems in a collaborative manner, serve as subject matter expert for all aspects of contract administration, procurement/accounts payable & travel and serve as a critical member of the Finance & Administration team partnering with colleagues across the campus to address overlapping/adjacent areas of responsibility.

The Director of Business Services will ensure compliance with NYS, SUNY and local procurement laws and policies, and interact with all levels of the University as well as SUNY System Administration, SUNY Office of General Counsel, the Office of the New York State Comptroller, and outside vendors.

Duties include but are not limited to:

  • Managing all aspects of contract administration and the bid and solicitation process including: preparation and review of Requests for Proposals, Requests for Information, placing public advertisements, receiving and reviewing responses and assisting with selection and awarding, etc.

  • Oversight of the preparation and negotiation of clinical affiliation agreements, memorandums of agreement/understanding, affiliation agreements, revocable permits, lease agreements, revenue contracts, and other agreements needing Business Office review.

  • Ensure timely processing of documents related to the above to minimize potential risk to university assets.

  • Gathering and analyzing procurement related data for use in decision making.

  • Working with SUNY System Procurement and General Counsel to interpret and apply complex procurement laws, regulations, and requirements as well as those that affect overall general business operations.

  • Providing leadership for the Procurement and Travel Office and for the Assistant Director of Business Services area.

  • Identifying and developing process/procedural improvements and efficiencies.

  • Work directly with the Vice President and Associate Vice President for Finance and Administration to develop and review policies related to business operations.

  • Act as one of the University's Minority Women Owned Business Enterprises Coordinators.

  • Oversee, plan, respond to, and implement findings of annual procurement audits.

Minimum Qualifications:

  • Bachelor's degree

  • Minimum of five years' experience working in procurement and/or contract administration

  • Minimum of three years' supervisory experience

  • Demonstrated excellence in written and oral communications

  • Demonstrated ability to manage multiple projects and tasks simultaneously

  • Excellent organizational and time management skills

  • Strong analytical and interpersonal skills

Preferred Qualifications:

  • Bachelor's degree in business or business-related field

  • Supervisory experience for multiple positions or multiple offices with varying functional responsibilities

  • Experience working in higher education - Specifically SUNY

  • Experience with NYS procurement policies and procedures

  • Experience with the NYS Statewide Financial System (SFS), SUNY Financial Management System (FMS) and SUNY Business Intelligence (BI)

  • Experience working with and serving diverse populations.
