Citigroup Head of Basel Interpretive Office and Regulatory Capital Policy (BIORCP) in Queens, New York

Join Citi’s Basel Interpretation Office and Regulatory Capital Policy (BIORCP) team in the Capital Planning Function in Treasury managing two dynamic regulatory capital teams, the Basel Interpretive Office (BIO) and the Regulatory Capital Development Team. The Basel Interpretive Office (BIO) is a large team of 20+ seasoned professionals serving as the global U.S. Basel III First Line of Defense/Regulatory Policy Group providing capital interpretations for all Basel related inquiries, including transactions, across the Firm. The BIO spans the globe with coverage in multiple locations including New York, Tampa, London, Budapest, and Mumbai. The Regulatory Capital Development Team is a team of 4 responsible for analyzing and communicating new regulatory capital developments internally and working with external industry advocacy groups on regulatory capital issues.

RESPONSIBILITIES

The BIORCP Lead is responsible for ensuring the BIORCP Team is functioning as a strong and dedicated First Line of Defense across the organization in Citi’s Risk and Control driven environment. The Lead will ensure the team has a strong sense of accountability for all Basel related decisions. The Lead must regularly interact with the business and control functions ensuring excellence of the BIORCP work product while strategically managing business escalations.

The ideal candidate should demonstrate proven ability to work together with multiple stakeholders across Independent Risk, Compliance, Finance, and Transactors in Institutional Clients Group, Private Bank and Wealth Management, and other business teams. The candidate must be able to work effectively in a cross-functional environment without close supervision and with colleagues who may not be in the same geographic location.

The role requires strong analytical, interpersonal and leadership skills that rely on influence and building effective partnerships to execute our business plans and controls in a systematic, measurable, and effective way.

The BIORCP Lead must seamlessly manage demands/expectations of senior management while robustly managing the below teams with the following critical responsibilities:

Basel Interpretive Office

  • Provide transaction level RWA interpretations consistent with Basel III rules.

  • Perform regulatory rule analyses and assess appropriate RWA treatment for new products.

  • Draft, update, and maintain regulatory policies standards by exposure type.

  • Partner with Independent Risk Second Line of Defense to ensure the appropriate review and challenge of Basel capital treatment.

  • Work regularly with critical internal stakeholders such as Risk Management, Accounting Policy, Product Control, Controllers, Governance, Legal, and Regulatory Reporting Interpretive Office.

  • Coordinate with Capital Planning Governance Team on regulatory exams and ad hoc regulator and Internal Audit inquiries.

  • Documentation of governance around internal process flows.

  • Lead the review process for the quarterly regulatory notification of RWA Changes.

  • Provide interpretations for new Basel IV rules in support of implementation initiative.

  • Provide transformation support when required.

  • Provide robust representation of the BIO on Citi’s Basel Governance forums.

Regulatory Capital Developments

  • Lead Citi’s interaction with Trade Associations in response to future regulations.

  • Provide analytical insights of the upcoming regulations into the capital planning process.

  • Support the CCAR, Stress Capital Buffer post-notification filing and capital buffer processes.

  • Provide qualitative section of external disclosures and support the earnings management communications.

  • Provide SME support for non-RWA and new Basel IV rules in support of implementation initiative.

  • Provide support to Citi’s Transformation initiatives as necessary.

QUALIFICATIONS:

  • Bachelor’s Degree in Finance, Accounting, Business, or related field.

  • 15-20 years of related Basel advisory experience within a controller’s organization at a large bank; regulator experience a plus.

  • Experience managing medium/large sized teams.

  • Extensive knowledge of U.S. Basel III rules for a wide range of exposure types (e.g., wholesale, securities financing transactions, securitizations, OTC derivatives).

  • Solid understanding of complex product structures transacted by large banking organizations.

  • Ability to understand the connectivity between the U.S. Basel III rules, economic risk considerations, U.S. GAAP, and U.S. Regulatory Reporting treatment.

  • Willingness to understand end-to-end booking models/infrastructure.

  • Exceptional written and oral communication skills with proven ability to translate complex concepts user-friendly language for multiple audiences (e.g., senior management, internal constituents, and regulators).

  • Ability to manage multiple priorities; work collaboratively within the team and across the organization.

  • Exhibit strong interpersonal/influencing skill in a transitional working environment.

  • Ability to manage SMEs as strong unified team and continuously develop both senior and junior staff.

  • Strong attention to detail and works well under pressure.

  • Problem solving capabilities and strategic networking capabilities preferred.

  • Dedicated to change, improvement, and efficiency.
