Responsibilities

GENERAL PURPOSE:

Highly functioning change agent responsible for leadership of the University IT Project and Portfolio Management Office (PPM). Responsible for the overall University IT project and portfolio management function leading/oversight for multiple, cross-functional Project and Program Managers to drive strategy, delivery, and execution across departmental and enterprise impacting projects and programs. The Director integrates the project and portfolio management culture across the University organization and works to operationalize the mechanics of a maturing project and portfolio management function by collaborating with University & University IT leadership, project managers and business stakeholders to improve delivery, consistency and transparency across various strategic initiatives. This Director also has oversight for University IT Helpdesks / Service Desks / Call Centers and works to ensure appropriate service and customer satisfaction levels as defined by the organization. Contributes significantly to the definition, analysis, planning, measuring and improvement of all aspects of IT resource availability and capacity, matching with project demand. Understands and advocates for ITL best practices to ensure services align with University’s business and strategic objectives.

Under general direction of the VP Information Technology and Chief Information Officer, serves as a conduit for communication between University operational partners including all service line directors and managers, and distributed project managers.

RESPONSIBILITIES:

  • Builds and maintains positive working relationships with key business and clinical leaders, both internally and externally, facilitating transparency into University resource capacity and capabilities. Functions as a key resource to integrated governance structure to support alliance with the University’s strategic and business objectives and priorities.

  • Identifies and establishes standard project management methodologies and processes that focus on measurable outcomes, using Waterfall, Agile, and hybrid approaches; evolves standards based on PPM maturity.

  • Provides guidance and quality assurance to University IT project and program managers on the development of project charters and plans, scope, risk analysis, deliverables, timelines, and vendor relationships. Functions as the escalation manager for project barriers and risks.

  • Collaborates with senior leaders across the enterprise and influences change as needed regarding process gaps or opportunities. Aligns performance metrics across IT service units between senior leadership and PPM. Promotes alignment of priorities, initiatives and investments to vision and strategic direction.

  • Manages the capabilities of the department: Develops and maintains a long-term view on the required competencies and knowledge for the project management discipline across University IT.

  • Manages HR needs of the department and staff including, but not limited to: making hiring recommendations, training, ongoing supervision, personnel issues and actions, and conducts performance reviews. Coaches and maintains a positive influence on team members for accountability and action at all times; acts as a champion for continuous improvement. Establishes clear goals, opportunities and career trajectories for team members.

  • Supports IT leadership in all aspects of incoming requests for projects affecting University IT resources; develops and supports Organizational Change Management for the University IT organization, including oversight of University IT communications team.

  • Drives project/program delivery excellence across the enterprise. Oversees University IT portfolio roadmap to ensure projects and programs are on track to meet realistic goals.

  • Leads career development efforts for direct reports and distributed project and program managers. Provides coaching/mentoring to standardize best practices across all projects and programs.

  • Facilitates management and conflict resolution around resource interdependencies across strategic initiatives.

  • Serves on steering committee team for selected critical University IT programs and initiatives to ensure consistency and alignment to established University IT processes.

  • Consistently demonstrates the highest level of customer service, designing simple and effective intake processes and dashboard reporting solutions that provide intuitive understanding of project status, risks and dependencies.

  • Attends webinars, reads case studies and white papers, and participates in opportunities to further refine skills and stay apprised on healthcare, project management, and program management topics.

QUALIFICATIONS:

  • Bachelor’s Degree in related discipline required;

  • Master’s Degree in Computer Science or Business Administration preferred.

  • 7-10 years of progressive experience at a managerial level, including financial and budgetary activity required;

  • or equivalent combination of education and experience required.

  • Experience in an academic University preferred.

  • Demonstrated change-agent capabilities to influence and garner support of new processes and concepts preferred.

  • Seasoned IT customer service leader with demonstrated progression of management responsibilities preferred.

  • Experience interacting with senior leaders and teams and the ability to discuss technical information in a meaningful way with persons of varying levels of expertise preferred.

  • Strong oral and written communication skills with the ability to create clear, concise and prompt communications. Consultative and advisory skills preferred.

  • Demonstrated project and program management expertise, including agile methodology, supporting simple to highly-complex initiatives preferred.

  • Comfortable with matrix management of distributed personnel preferred.

  • Self-motivated and well organized with strong facilitation skills preferred.

  • Strong follow-through skills with ability to manage multiple initiatives simultaneously preferred.

Certifications:

  • Project Management Professional (PMP) certification required

  • PMI Agile Certified Practitioner (PMI-ACP) preferred

  • Portfolio Management Professional (PfMP) preferred

  • Change Management certification (Prosci, CPCM, or CMCP) preferred
