This position works closely with the Chief Administrative Officer to oversee the day-to-day departmental and administrative Human Resources needs of the Council.
The Essential Functions of this role include, but are not limited to, the following:
Implements human resources programs by providing human resources services, including but not limited to: talent acquisition, staffing, employment processing, payroll and group employee benefits administration, 401(k) administration, training and development, records management, safety and health, employee relations and attending to employee requests and support needs;
Assists CAO with performance management process ensuring consistency Council-wide;
Completes special projects by clarifying project objective; setting timetables and schedules; conducting research; developing and organizing information;
Effectively manages stakeholder expectations by communicating project status and issues; resolving concerns; preparing reports;
Prepares reports by collecting, analyzing, and summarizing data and trends;
Maintains the confidentiality of employee and Council information at all times;
Partners with CAO to ensure that Council complies with federal, state, and local legal requirements, including but not limited to: studying new legislation; anticipating legislative changes where possible; assisting CAO with enforcement of adherence to requirements;
Assists with ongoing maintenance of various policies and procedures, such as the GSWNY Employee Handbook, Seasonal Staff Policies, Sexual Harassment Prevention Policies, etc.;
Helps to maintain current and accurate job descriptions and organizational chart for all employees;
Supports employee engagement initiatives and assists with implementation of training and development strategies;
Participates in developing departmental goals, objectives and systems;
Assists in evaluation of reports, decisions and results of department in relation to established goals. Endeavors to identify new approaches, policies and procedures to continually improve efficiency of the department and services performed;
Maintains human resource information system records (HRIS) and compiles reports from the database;
Runs payroll on bi-weekly basis, and partners with CAO to ensure efficiency and accuracy;
Assists with recruitment for all departments by posting active jobs both internally and on Applicant Tracking System, as well as maintaining ATS system, partnering with hiring managers to best support searches, scheduling in-person interviews, participating in telephone screens of potential candidates, etc.
Supports Outdoor & Property Department with annual seasonal camp employment initiatives through partnership with CAO and Director of Camp Administration with recruitment and employment efforts on an annual basis, as well as processes payroll for all seasonal staff under the guidance of the CAO;
Drafts Offer Letters, FMLA letters, Job Descriptions, HR Notices and correspondence for CAOs review and approval;
Assists with and oversees several aspects of onboarding and orientation process for new employees ensuring that all new employees have a consistent onboarding experience;
Under the direction of the CAO, assists with day-to-day employee interactions, communications and counseling as needed;
Works closely with CAO to ensure compliance and support employee transitions, such as promotion, department transfer, changes in compensation and/or duties, outplacement, etc.
Other duties may be assigned as needed. GSWNY maintains the right to add, change or alter the functions of this position at any time.
EXPERIENCE & QUALIFICATIONS:
A bachelor’s degree or equivalent experience is preferred;
SHRM Certification preferred;
Minimum of three years in a Human Resources experience, preferably as an HR Generalist, Payroll Administrator or Benefit’s Coordinator-type position;
Intermediate-to-advanced-level experience with HRIS and payroll systems.

Proficiency in Microsoft Office Suite (Word, Outlook, Excel, PowerPoint, etc.);

Ability to articulate organizational mission and its importance with passion and conviction, and in a manner that resonates with the listener;

Ability to effectively manage and foster relationships with council staff, volunteers and within community;
Subscribe to the principles of the Girl Scout Movement and become a registered member of GSUSA;
Successfully pass the required background checks at hire and thereafter;
Maintain reliable transportation to and from home and work;
Ability to meet the travel requirements of the position to conduct Council business;
If travel is required, must possess a valid driver’s license, meet minimum state auto insurance requirements, and meet the insurance carrier’s requirements for coverage.
HOURS & TRAVEL:
- Occasional travel as needed to other offices and properties throughout the nine counties our Council serves.
GIRL SCOUT MEMBERSHIP:
All Employees of Girl Scouts must maintain an active, annual membership in Girl Scouts of Western New York. This membership must be renewed annually, and all newly hired employees are expected to enroll with GSWNY within the first 30 days of their employment.
