Responsibilities

OVERVIEW

As a member of the Health Equity Program Support Office (HEPSO) leadership team at the University of Rochester Medical Center, the Lead Department Program Specialist position will direct and manage a large complex portfolio of programs and initiatives that span the UR Medicine Enterprise. The mission of the office is to support innovative, coordinated, and population health-focused efforts to improve equitable access to care and services through strong program management, continuous process improvement, and data-informed decision-making structures. Reporting to the HEPSO Senior Director, the Lead Department Program Specialist is a seasoned professional who exercises discretion and independent judgment working under limited supervision. The individual plays a role in overall functional strategic planning and implementation in the domain of Health Equity, indirectly manages staff, and applies specialized knowledge in the development of significant programs from initial project conception to completion/ transition to sustainable operations.

This position will lead teams that work collaboratively to develop, plan, and execute complex institution-wide policies and activities related to improving health equity, healthcare delivery system reform, and the integration of community-based services into a complex healthcare environment. The role requires extensive applied knowledge in the domains of health equity, population health, healthcare system operations, program management and finance, as well as experience implementing and managing innovative complex change. The expectation is that the Lead Department Program Specialist will leverage change management tools, collaborative decision structures, and clear communication strategies within teams and across UR Medicine leadership structures to influence, align, and accomplish goals. The Lead Department Program Specialist will also be responsible for producing reports and giving presentations for various audiences at the team level, URMC executive level, and across the organization.

MAJOR RESPONSIBILITIES

Portfolio Management:

  • Identifies the strategic alignment of programs with the organizational goals and determines the breakdown and initiation of projects to accomplish the overall program objectives.

  • Proactively applies a sophisticated understanding of clinical, administrative, and financial processes, to reduce barriers and identify new opportunities.

  • Moves new opportunities from initial conception into alignment with other programs within program portfolio.

  • Ability to manage multi-faceted initiatives across a variety of settings, departments, and leadership structures.

Program Management:

  • Apply expertise to lead the planning and implementation of medium to large complex programs from cradle to grave and regularly interface with senior management and executive leadership to communicate the progress of these programs.

  • Identifies the scale and scope of projects required to achieve the program requirements.

  • Delegates to and coordinates the work of the HEPSO project managers, project support staff and project dependencies to enable successful delivery of the program.

  • Negotiates with management and/or project sponsor to obtain key resources or materials.

  • Applies change management models and approaches to increase adoption and sustainment of change.

Reporting:

  • Develop and maintain a reporting portfolio to monitor the overall performance of projects and programs within set portfolio including analysis of metrics for reports to senior staff.

  • Interprets key metrics and acts to pivot approach as needed to ensure success.

  • Design recommendations about reports and analytical approaches.

Financial Management:

  • Develops annual operating budgets for assigned programs and projects.

  • Monitors expenses and budget performance and acts as necessary to address discrepancies and variances.

  • Seeks understanding of the reimbursement landscape in the domain of Social Determinants of Health / Health Related Social Needs.

  • Participants in the development of business plans to yield sustainable implementation of programs.

  • Proactively identify grant and foundational opportunities to support the ongoing work of the HEPSO office.

Personnel Management and Development:

  • Delegate work to HEPSO staff while balancing strategic priorities, resource availability, and competing demands.

  • Establish and maintain an environment conducive to effective communication and problem resolution, modeling and setting expectations for ICARE values and behaviors.

  • Indirectly supervise staff, providing for their training, development, and participating in the evaluation of their performance.

Leadership, Communication and Relationship Building:

  • Communicates key strategic metrics and complex program variables at various levels within the organization including senior management and executive leadership.

  • Responsible for the collaborative development and execution of productive and successful teams with the creation of an inclusive workplace environment to ensure the dynamic growth of individuals and team. Internally, values contributions of team members and works to uphold a team culture that is inclusive, supportive, and celebrates each other’s accomplishments.

  • Troubleshoot breakdowns in communication within the department and across departments promptly as issues arise.

  • Mentor operations staff across departments through significant policy, operational, or technical changes.

  • Represents the University of Rochester Medical Center at multiple community-based tables focused on addressing the issue of health equity in our community.

  • May participate in State and National collaboratives that are focused on Health Equity.

QUALIFICATIONS

  • Bachelor's degree required

  • Master's degree, equivalent course work

  • Or specialized experience in an appropriate field related to the assignment is desirable.

  • 5 years relevant experience including at least 2 years at a managerial level required

  • Experience in the management of individuals within an environment with competing demands required

  • Or equivalent combination of education and experience required

Pay Range

Pay Range: $75,650 - $113,464 Annually

The referenced pay range represents the minimum and maximum compensation for this job. Individual annual salaries/hourly rates will be set within the job’s compensation range, and will be determined by considering factors including, but not limited to, market data, education, experience, qualifications, expertise of the individual, and internal equity considerations.
