Organizational Overview

Responsible for the supervision of the mechanical group consisting of the refrigeration & a/c engineer and plumbing trades of the Facilities & Operations Directorate's Production Division. Plans, coordinates, directs and reviews the work of assigned staff. Direction of work includes assignment, scheduling, technical assist, material purchasing. Works closely with the other groups within the F&O Directorate which includes the Integrated Facility Management division on work planning, tracking and completion of work orders; Facility Operations for work order management; and Energy & Utilities in support of the Laboratory's infrastructure. Supply technical assistance and information to the staff, other supervisors and the Laboratory customers. Position also entails supporting the division manager in the oversight of the architectural and civil groups daily operations.

Position Description

Essential Duties and Responsibilities:
Serves in a dual role by managing the mechanical group consisting of the refrigeration & a/c engineers and plumbing services and assisting the Production Division manager in the operations of the architectural and civil groups to build, support and maintain the Laboratory's infrastructure.
As a seasoned engineer leads the work of the mechanical group by providing leadership, direction, technical support, and guidance in support of the Laboratory's science and operations mission.
Develops safe and program compliant approaches to performing work in the shops. Identifies and leads improvement initiatives for productivity, efficiency and customer service. Develops solutions in cooperation multiple groups within the F&O directorate, support groups and the collective bargaining union.
Requires significant experience and training applicable to leadership of shop operations and facilities maintenance which includes at least 5 years of demonstrated experience in a managerial capacity in mechanical and multi-trade operations. Considerable skill in supervising professional staff, large numbers of the collective bargaining unit trades, dealing with senior management, strong leadership and customer focus, excellent oral and written communication, decision-making, budgeting, as well as interpersonal and coordination skills.

Position Requirements

Required Knowledge, Skills, and Abilities:
Requires a bachelor's degree Engineering
Minimum ten (10) years of progressive responsibility in mechanical and multi-trade environment
Excellent communication, teamwork, and project management skills
Prepare purchase orders for material, parts and equipment
Manage multi-discipline teams
Perform quality control of work completed by staff
Supervise and manage professional and collective bargaining unit staff
Resolve labor relation issues, grievances, and participate in arbitration proceedings
Assess collective bargaining unit members trade knowledge, training, and qualifications against work being performed
Apply conduct of operations or operational principles, maintenance management systems, procedures, and ES&H standards
Prepare, review, revise, train to job plans and policies & procedures to ensure staff is knowledgeable and competent in the performance of their work to ensure the repeatable performance
Conduct planning meetings to effectively allocate resources, and coordinate activities to ensure program expectations are met
Conduct system and job site walk-downs to monitor progress
Identify potential problems and implement corrective actions and long-term solutions
Must possess valid driver's license
