Cornell Cooperative Extension Ag & Natural Resources Program Manager - Watertown, NY in Watertown, New York

This position will provide program and administrative leadership, management, and coordination of Agriculture & Natural Resources educational programming. In addition, the position is responsible for assisting in the development of program evaluation tools in assigned program areas; and collaborating in applied research with Cornell University and other Land Grant University faculty. This position will work under the direction and supervision of the Executive Director. The position will supervise the planning and delivery of program topics to a variety of audiences to include, but not be limited to: dairy and livestock, commercial and residential horticulture, and natural resources. This position will provide management and oversight of assigned grants and contracts, as well as assisting with the development of annual program area’s Plan(s) of Work. This position will directly supervise Ag & Natural Resources staff. This position will have some multi-County responsibilities as it relates to the delivery of certain grants from time to time.

POSITION DETAILS:

This position is a full-time exempt position - 100% FTE. The annual salary for this position is $58,500.00 to $62,500.00 commensurate with experience. This position, based on eligibility, offers a comprehensive benefit package, to include: health and dental insurance, retirement, vacation, sick and personal leave.

Required Qualifications:

  • Bachelor’s Degree.

  • Experience relevant to the role of the position.

  • Writing skills including grant writing and reporting.

  • Valid Driver’s License and the ability to meet travel requirements associated with this position.

  • Ability to work flexible hours which may include evenings and/or weekends, as appropriate.

Preferred Qualifications:

  • Horticulture experience in growing, pest and weed management, soil health, variety selection, and season extension.

  • Knowledge of needs in Jefferson County and other areas of the state as appropriate and understanding of services and resources available by local agencies and organizations to support Agriculture, Natural Resources.

  • Knowledge of and demonstrated ability to engage in county, regional, statewide and national initiatives related to the Agriculture, Natural Resources.

  • Demonstrated ability to initiate, develop, plan, organize, implement, teach and evaluate informal educational programs in the agriculture & natural resources area relevant to Jefferson County.

  • Demonstrated ability to provide supervision and guidance to staff and/or volunteers.

  • Demonstrated ability to manage resources effectively.

  • Demonstrated ability to lead and participate effectively in professional team efforts.

POSITION RESPONSIBILITIES:

Program Responsibilities:

Development - 5%

  • Provide program leadership in applying high-level subject matter knowledge to develop educational strategies in assigned Program Areas.

  • Assist in the creation of innovative educational programs in the Agriculture & Natural Resources Program Areas.

  • Support the research, identification and selection of existing resources for use in Agriculture & Natural Resources program offerings.

  • Assist in the development/creation of program materials to address the needs of the program and program participants in the Agriculture & Natural Resources Program Areas.

  • Assist in ensuring that program development and program structure meet the diverse needs of program participants.

  • Provide leadership in program development and be involved in multidisciplinary team efforts to develop programs that address identified priority areas.

  • Maintain direct connection with Cornell University faculty and other Land Grant Universities as appropriate, for guidance in program development.

Delivery - 15%

  • Foster acceptance of programs, methods and policies to address community and individual needs and consider diverse audiences.

  • Provide educational program efforts via multiple forms of delivery methods including in-person and virtual program options.

  • Serve as subject matter resource in the area of Agriculture & Natural Resources

  • Represent Cornell Cooperative Extension before the public, community leaders, government officials, Cornell University, and other Land Grant Universities as part of program delivery.

  • Be involved in multidisciplinary team efforts as appropriate to deliver programming.

  • Maintain direct linkage with Cornell University faculty, program units and other Land Grant Universities as appropriate for program delivery guidance.

  • Utilize a variety of proven educational methodologies in program delivery.

  • Maintain connections with producers in Jefferson County and disseminate research and information about program opportunities.

Evaluation - 5%

  • Assist with the design/creation program evaluation framework as needed.

  • Apply subject matter knowledge to evaluate educational programs.

  • Assist with analyzing collected program evaluation data and make recommendations for improvements.

  • Based on program parameters, interpret evaluation data to the constituencies.

Applied Research - 5%

  • Collaborate in the applied research process in conjunction with Cornell University faculty as identified and opportunities present.

  • Maintain direct linkage with Cornell University faculty and program units to for guidance in applied research as appropriate.

  • Communicate social and economic changes in assigned program areas to Cornell University Specialists that may be studied and/or acted upon as identified.

  • Ensure applied research is within the scope of the statewide Plan of Work.

Administrative Responsibilities:

Direction - 25%

  • Provide high-level administrative leadership to support the planning of Agriculture & Natural Resources educational program offerings.

  • Provide high-level leadership in interpreting Association and University program direction and planning of educational programs.

  • Provide leadership for the planning of program delivery (including structure of delivery, utilizing multiple delivery methods) for Agriculture &Natural Resources program goals.

  • Anticipate and project expenses to develop program area budgets.

  • Propose budgets based on established financial guidelines and procedures for the Agriculture &Natural Resources Program Areas.

  • Allocate the Agriculture &Natural Resources financial resources in accordance with established/approved program area budget.

  • Plan effective strategic funding efforts (including providing direction and leadership for fundraising effort and securing grant funding to continue and/or expand program offerings).

  • Provide complex administrative leadership in the planning of effective strategic program marketing efforts.

  • Lead the development or enhancement of expanding relationships with appropriate agencies, organizations, industries and community leaders for the purposes of programming efforts.

  • Provide leadership for the development of staffing plans for the Agriculture & Natural Resources Program Areas that support all educational programming efforts.

  • Establish policies and procedures for the Agriculture & Natural Resources Program area.

Management - 30%

  • Assist in providing high level program management in all aspects of the Agriculture & Natural Resources Program area.

  • Utilize established policies and procedures to facilitate the management of the Agriculture & Natural Resources Program area.

  • Review funding opportunities and grant proposals for the Agriculture & Natural Resources Program area.

  • Monitor income and expenses to ensure the spending is within established budget constraints.

  • Provide management (including recruitment and selection) and supervision (including guidance, performance feedback and annual performance reviews) to designated staff and oversight to volunteers in accordance with established policies, procedures and protocol, and provide regular staffing updates to the Executive Director as required.

    Coordination/Operation - 10%

  • Coordinate and support Program Area Advisory Committees. (Agriculture, Natural Resources).

  • Coordinate and implement staffing plan for the Agriculture &Natural Resources Program area.

  • Coordinate grant writing and fundraising efforts as appropriate/as identified.

  • Maintain existing community partnerships and collaborations to help foster program support and program efforts.

Professional Improvement and Other Duties as Assigned - 5%

  • In cooperation with Deputy Executive Director, jointly develop and pursue a professional development plan as a means to increase competencies relative to position accountabilities and to address changes in programming and association priorities.

  • Collaborate in activities that are in general support of Cornell Cooperative Extension including but not limited to attendance at staff meetings, timely reporting of expenses, working with other staff, general marketing of Extension programs and other duties as assigned.

  • Support the Association to maintain a safe working environment.

  • Be familiar with and strive to follow any applicable federal, state, local regulations, Association health and safety policy/procedure/requirement and standard.
